NGOs play an important role as connectors and negotiators. In many cases, they have long histories working among underserved populations and know what the most urgent needs are, the issues that have stood in the way of progress and the unique local factors that must be addressed to help a project succeed. Their participation in projects may help them extend their reach and influence and discover new ways to empower the BoP.
